<p class="MsoNormal"> I recently received a letter from Ian Gray, Director of the Winnipeg Tax Centre, indicating that the public services counter at the taxation centre on Stapon Road will be discontinued indefinitely effective October 10<sup>th</sup>. This closure represents a troubling reduction of services by Revenue Canada for the residents of Elmwood, East Kildonan and Transcona, as well as a reduction of service to all Manitobans. </p>

Bill Blaikie (Elmwood—Transcona, NDP):</strong> Mr. Speaker, in this Year of the Veteran, I rise to pay tribute to fellow Manitoban, Lieutenant-Colonel Lockhart Fulton who died last Friday at the age of 88. Believed to have been Canada's senior surviving combat officer from World War II, Lockie Fulton was legendary for leading the men of the Royal Winnipeg Rifles from the front, in hundreds of battles and skirmishes from D-Day to VE-Day, without ever being wounded.</p>

<p>Canadian National Railway Co. warned its customers to expect train delays as managers scrambled to keep Canada's largest railway on schedule yesterday after 5,000 workers went on strike. And the Canadian Wheat Board said it is closely monitoring the strike by CN Rail workers across the country to make sure its grain shipments don't go off the rails. </p>

<p> Mr. Bill Blaikie (Winnipeg—Transcona, NDP): </strong>Mr. Speaker, last Sunday, September 29 I was present at the opening of a new park in my riding. The park is named after Ronald Houston, a Winnipeg police officer from Transcona who was murdered on duty on June 27, 1970. The opening of the park coincided with Police and Peace Officers' National Memorial Day.</p>

<p><strong>Tuesday April 1, 2003</p>
<p>Mr. Bill Blaikie (Winnipeg—Transcona, NDP):</strong> Mr. Speaker, I rise today to pay tribute to Dr. Carl Ridd, a citizen of Winnipeg and of the world who died last Saturday.</p>
<p>As a young man he was known as King Carl for his excellence on the basketball court, playing with Canada's Olympic team in 1952. His love for basketball was great, but his love for justice and for the truth was even greater. As a professor of religious studies, a Christian in the prophetic tradition, and a social and peace activist, he made his mark on our community. His last public act was to oversee a protest against the war in Iraq on February 15.</p>
<p>As a friend, former student, and fellow Christian struggling to see the world as God would have us see it, I am sure I speak for many in Winnipeg when I express sincere condolences to Carl's wife Bev and his family. His enthusiasm for life will be an ongoing inspiration to all who had the good fortune to know him.</p>
